Philanthropy and Civil Society Transformation in Indonesia: Reconstructing Community-Based Models for Social Resilience
Abstract
This study examines the transformation of philanthropy and civil society in Indonesia from predominantly ad hoc charitable practices toward community-based models of social empowerment and resilience. Against persistent inequality, disaster vulnerability, and uneven access to welfare services, this research investigates how religious philanthropy, local mutual aid, and emerging civic organizations may be reorganized into inclusive, accountable, and sustainable mechanisms for collective action. The study aims to formulate a contextual framework for reconstructing philanthropic practice by connecting local knowledge, participatory governance, institutional coordination, and productive support for vulnerable communities. It employs a qualitative research design based on systematic literature analysis, conceptual synthesis, and comparative interpretation of studies on Indonesian philanthropy, civil society, community development, and resilience. The analysis delineates the transition from short-term relief to empowerment-oriented interventions and evaluates the conditions under which these models strengthen agency, trust, social capital, and adaptive capacity. The findings indicate that effective community-based philanthropy depends on three interrelated dimensions: local ownership, transparent and professional management, and collaboration among communities, philanthropic institutions, government agencies, private actors, and digital networks. The discussion suggests that gotong royong and religious ethics may provide salient foundations, but their long-term impact requires data-informed planning, skills development, monitoring, and equitable decision-making. Furthermore, philanthropy may contribute to social resilience when beneficiaries become co-designers and institutional partnerships convert solidarity into sustained capabilities. It recommends strengthening community-led program design, cross-sector coordination, digital transparency, impact evaluation, and policies that protect participation and accountability.
